I think the sky for hall can be a little bit complicated since if you change the color of the sky you also need to change the entire lightining. Think Fire Island or corrupted with a sunny sky. maybe each hall could be restricted to a set of skies?

Nah, the misplaced lighting is the point. Imagine a bright sunny island with a dark black sky. Sometimes that happens here in seattle when its stormy but there is a bit clear sky where the sun is and it looks very awesome.
If it looks too odd to you then get a different sky thats the whole point of having these options.

Too lazy to rzead all of it.
1. /notsigned: I myself don't play with music on ever so not needed
2. /notsigned: Burning Isle with a blue sky?
3. /signed: This is actually a nice idea.
BUT would these shrines be accessible in GvG or what is their purpose then?

Though I'm not in a guild at the moment of speaking, I'd like to give my reaction on the points you've given.
1. No, I can't be bothered to buy new songs for the GH. Mainly because whenever I'm in the GH I'm either AFK or waiting for a GvG.
2. Good idea, though I do not like the idea of buying one. Maybe a sky that changes whether you reach a certain rank on the guild ladder?
For example, the GH of a guild <rank 100 with a sky touched by war, something like the Old Ascalon areas have.
3. I'm not sure. I like the idea but I'd rather go to ToA and find a few good players to fill up the party (I never get 8 guildies for a FoW/UW trip). Besides, the shrines might result in having more problems than benefits, especially in GvG's, e.g. extra cover for the opposing guild or an obstacle for your own guild.

This is a good idea but I think Guild Wars has enough of getting things only for looks and thats the games biggest draw back. Its time to add some substance to the things they have in game. But none the less I can agree with what you said.

There are a lot of things in guild wars I don't personally use that doesn't mean I don't want them there.

What about Guilds that don't PvP? What about Guilds that don't want their sky changed?
Too many what ifs like that. Just leave it open and let people buy which one they want.

Well first off thats fine there will still be a lot of people who won't be able to get full groups in their Guild and will be forced to go to ToA but for the rest of us we will have the option to not have to go there and they would also look really cool.
Second why would they be on the PvP map? I don't see anything else besides the Guild Hall itself that appears on the PvP version of the map.

1 - /notsigned Think of how much lag this would cause for us all, not to mention the costs ANet would incur.
2 - /signed Nice idea

Ill sign all 3 , sure why not
But i see a problem with #3, it cant really work as access to FoW and UW , cause your GH is not in any one region. So in other words your GH's region would never have favor.
If that is the only thing you could do with the shrines then its kinda pointless if to add them, if this wont be possible. It would just be for show.

1) notsigned. not interested.
2) interesting, but meh. notsigned.
3) good idea. signed. It would add decoration, and be handy for forming alliance FoW/UW parties. Besides, anyone who isn't ascended can't enter them anyway, so no imbalance problem imo.
I'd like to be able to buy more decorations for the GH, such as statues, little buildings/shrines/abodes (dragon lighthouse?) etc. with your guild's cape as a banner here and there. The cat's a nice one ^^

/sign 1 and 2 3 would also be good bu there would have to be somerestrcitions on entering uw/fow. e/g allready going to toa gettign a quest from somewhere there who tells you to talk to a npc at your guild hall who then grants you acess to uw and fow at the guild hall.

It could be based on your guilds region, i.e. European guilds can enter UW and FoW when Europe has the favor.
